Step 1: Review the footage for identifiable people. Watch the entire video. Note every frame where a person's face is visible and identifiable. Faces at a distance (small in the frame, features not distinguishable) may not require blurring. Faces that are close enough to identify require blurring. The threshold: can you recognize the person? If yes, blur. If no, the face is already sufficiently anonymized by distance.
